Start by listing every type of design work your startup has needed, or will likely need, in the next six months. If it's mostly marketing graphics and social assets, a general-purpose service like ManyPixels or Kimp will probably do the job. If you need UI/UX or product design, those services won't cut it. If a service wants you locked into a long-term contract before you've tested them, that's a reason to be skeptical. Month-to-month flexibility usually means they're confident you'll stay.
